Many rules of international law have been violated by the Third Reich during the Second World War. Among those rules there were also rules which required the protection of cultural property as a common heritage of the whole of civilized humanity. But the matter of restitution national treasures displaced during the Second World War and the protection of monuments received new impetus after the fall of the Berlin Wall.
