As far as the countries of so-called ‘old' Europe are familiar with the presidency in the Council of the European Union and its rotation, which does not arouse any extraordinary social or political emotions, in Poland a fact of presidency is treated as a special and prestiguous issue, that has to be well-prepared with many regards. It concerns culture as well. The culture is considered as a great way to refer some information and values for those, who are not only interested in politics.

Berlin is chosen to be an European capital, where Poland will present its culture in an exceptional way. According to fall 2010 announcements, the scale of the presence of Polish culture in Berlin is expected to be unprecedented so far.
