The analysis of treaty negotiating protocols indicates that the issue of "national minorities" was one
of the most difficult in the negotiations. To this day, it arouses controversies both in Poland and Germany. Discussion covers the legal status of the Polish minority in Germany, as well as the asymmetry in the implementation of treaty provisions.
