There were no occurrences in the last decade with a greater impact on the international situation than a terrorist attack on America. There is a popular opinion that 9/11 has appointed a competent beginning of the twenty-first century showing the world the scale of the threat, forcing governments to find specific remedies followed by tearing down the established rules and principles of cooperation and finally leading to the strong turbulence on the international arena.
