This pioneering monograph concerns a question, which is rarely discussed in foreign literature and has hardly ever been raised in Polish studies. It deals with an important sector of the European Union's integration processes. Research and development policy is an essential element of economic policy in the contemporary world and its effectiveness determines, to a large extent, the rate of scientific and technological progress, which in turn influences economic growth and international economic cometitiveness. Since the outlay on R+D have been restricted in the member countries, the research and development policy of the European Communities has not contributed to major development of science, but it has enabled the member-states to achieve valuable results in certain fields and gain a strong position in the world. Consequently, despite the fact that Communities' research and development policy has failed to bridge the technological gap separating the member countries from the United States and Japan, they will be interested in activating their policy in the future because of the benefits they derive from it.
