Bulletin of the Institute for Western Affairs, ed. 586: Magdalena Bainczyk „How to Shape the Legal Foundations of Compensation for Ukrainian Citizens?”

The Council of Europe is currently working to adopt a comprehensive mechanism for Ukraine and Ukrainian citizens to compensate them for losses incurred in the aftermath of Russian aggression. One of its components is the Register of Damage Caused by the Aggression, created at the Council of Europe Summit in Reykjavik on 16-17 May 2023. Another component is a draft convention establishing an International Claims Commission for Ukraine on 22 October 2025 which has been approved by the Committee of Ministers. The final and most complicated component is to be a compensation fund.
